Rinse the red lentils (masoor dal) thoroughly under running water until the water runs clear. Set aside.
Heat the vegetable oil in a large saucepan or pot over medium heat.
Add the cumin seeds and let them sizzle for a few seconds until fragrant.
Add the chopped onion and sauté for 3-4 minutes until the onion turns soft and translucent.
Stir in the ginger-garlic paste and sauté for another 1-2 minutes until the raw smell disappears.
Add the chopped tomatoes and green chilies. Cook for 4-5 minutes until the tomatoes are soft and mushy.
Add the turmeric powder and salt. Mix well.
Add the rinsed red lentils to the pot and stir to combine with the onion-tomato mixture.
Pour in the water and bring the mixture to a boil.
Reduce the heat to low, cover, and simmer for 20-25 minutes, stirring occasionally, until the lentils are soft and cooked through.
If the dal is too thick, add a little more water to reach your desired consistency. Adjust salt if needed.
Turn off the heat and garnish with chopped cilantro.
Serve hot with rice or flatbread.
