Rinse the basmati rice under cold water until the water runs clear. Soak the rice in water for 30 minutes, then drain.

In a large bowl, combine the ground chicken, minced garlic, grated ginger, chopped green chilies, garam masala, coriander powder, turmeric powder, red chili powder, and salt. Mix well to form a uniform mixture.

Shape the chicken mixture into small koftas (meatballs) and set aside.

Heat 2 tablespoons of vegetable oil in a large pan over medium heat. Add the cumin seeds and let them sizzle for a few seconds.
