Rinse the bulgur wheat under cold water and let it soak for about 20 minutes. Drain well.

In a large bowl, combine the ground beef, soaked bulgur, nutmeg, salt, and black pepper. Mix well until all ingredients are thoroughly combined.

Finely chop the onion and garlic. In a pan, heat a small amount of vegetable oil and sauté the onion and garlic until they are soft and translucent.
