Rinse the rice and moong dal together until the water runs clear to remove any impurities.
In a pressure cooker or a large pot, combine the rinsed rice and dal, turmeric, salt, and water. Stir to mix everything well.
Cook the mixture. If using a pressure cooker, cook for 3-4 whistles on medium heat. If using a pot, bring to a boil, then reduce the heat to low, cover, and simmer for 20-25 minutes, or until the rice and dal are soft and fully cooked.
While the khichdi is cooking, heat ghee in a small pan over medium heat. Add cumin seeds and asafoetida. Once the cumin seeds start to crackle, add the grated ginger and sauté for a few seconds until fragrant.
Once the khichdi is cooked, stir the ghee mixture into it, or pour it over the khichdi if you prefer to serve it separately.
Serve the khichdi hot, optionally garnished with fresh cilantro or accompanied by yogurt or pickle.
