In a large bowl, mix the whole wheat flour with a pinch of salt and enough water to make a soft dough. Knead well and set aside.

Heat 1 tablespoon of vegetable oil in a pan over medium heat. Add the cumin seeds and let them splutter.

Add the finely chopped onion, minced garlic, and chopped green chili. Sauté until the onion turns golden brown.
