Preheat your oven to 350°F (175°C).
In a large skillet, cook the ground beef over medium heat until browned. Drain any excess fat.
Add the chopped onion and minced garlic to the skillet with the beef and cook until the onion is translucent.
Stir in the can of diced tomatoes (with juice), and season with salt and pepper. Let it simmer for about 5 minutes.
In a separate saucepan, melt the butter over medium heat. Whisk in the flour and cook for 1-2 minutes to create a roux.
Gradually add the milk to the roux, whisking constantly to prevent lumps. Cook until the sauce thickens.
Remove the sauce from heat and stir in 1 1/2 cups of shredded cheddar cheese until melted and smooth.
Combine the cooked macaroni with the cheese sauce, then add this to the skillet with the beef and tomato mixture. Mix well.
Transfer the mixture to a greased baking dish. Sprinkle the remaining 1/2 cup of cheddar cheese on top and dust with paprika.
Bake in the preheated oven for 20-25 minutes, or until the cheese is bubbly and slightly golden.
Let it cool for a few minutes before serving.
