1Wash, peel, and dice the potatoes into small cubes. Set aside.
Core and chop the cabbage into bite-sized pieces. Dice the red bell pepper and onion.
Heat 1 tablespoon of olive oil in a large skillet over medium heat. Add the diced potatoes and cook for 8-10 minutes, stirring occasionally, until they start to soften and turn golden. Remove potatoes from the skillet and set aside.
Add the remaining 1 tablespoon of olive oil to the skillet. Add the chopped onion and red bell pepper. Sauté for 3-4 minutes until softened.
Add the ground beef to the skillet. Cook, breaking it up with a spoon, until browned and cooked through, about 5-6 minutes. Drain excess fat if necessary.
Stir in the chopped cabbage and cook for 4-5 minutes until it begins to wilt.
Return the cooked potatoes to the skillet. Add smoked paprika, salt, and black pepper. Mix well to combine all ingredients.
Cook for another 5-7 minutes, stirring occasionally, until the potatoes are tender and the flavors are well combined.
