Rinse the rice and split moong dal thoroughly under running water and soak them together for about 15-20 minutes.
Heat oil in a pressure cooker over medium heat. Add cumin seeds and mustard seeds. Let them splutter.
Add the chopped onions and sauté until they turn golden brown.
Add the ginger-garlic paste and green chilies. Sauté for another minute.
Add the chopped tomatoes and cook until they become soft and mushy.

Once the pressure releases naturally, open the lid and add garam masala. Mix well.
