1In a large mixing bowl, sift together the all-purpose flour, unsweetened cocoa powder, baking powder, sugar, and a pinch of salt.
In a separate bowl, whisk the eggs and then add the low-fat milk. Mix well.
Gradually pour the wet ingredients into the dry ingredients, stirring gently until just combined. Do not overmix; a few lumps are fine.
Fold in the mini chocolate chips until evenly distributed throughout the batter.
Preheat a non-stick mini muffin pan or a cake pop maker. Lightly grease with a small amount of oil or non-stick spray if needed.
Spoon the batter into the mini muffin pan, filling each cavity about 2/3 full.
Cook for 3-4 minutes, or until the pancake bites are puffed and a toothpick inserted into the center comes out clean.
Remove the pancake bites from the pan and let them cool slightly before serving.
Serve warm, optionally dusted with powdered sugar or drizzled with chocolate sauce.
