Rinse the urad dal thoroughly and soak it in water for about 4 hours.
Drain the water and grind the urad dal into a smooth batter using a little water.
In a large bowl, mix the rice flour with the urad dal batter. Add water gradually to form a smooth, thick batter.
Add salt to taste and let the batter ferment for 8-10 hours or overnight.
Once fermented, stir the batter well. Add cumin powder and chili powder, and mix thoroughly.
Heat a non-stick pan or griddle over medium heat and lightly grease it with oil.
Pour a ladleful of batter onto the pan and spread it gently to form a thick pancake.
Sprinkle chopped bell peppers, tomatoes, onions, and corn kernels evenly over the batter.
Drizzle a little oil around the edges and on top of the uttapam.
Cook on medium heat until the base is golden brown and the vegetables are slightly cooked.
Flip the uttapam carefully and cook the other side for a few minutes.
Remove from the pan and serve hot with your choice of chutney or salsa.
