Rinse the urad dal thoroughly and soak it in water for about 4 hours.
Drain the water and grind the urad dal into a smooth batter using a little water.
In a large bowl, mix the rice flour with the urad dal batter. Add water gradually to form a smooth, thick batter. Let it ferment overnight or for at least 8 hours.
Once fermented, add salt to the batter and mix well.
Heat a non-stick pan or griddle over medium heat and add a little vegetable oil.
Pour a ladleful of batter onto the pan and spread it gently to form a thick pancake.
Sprinkle chopped cabbage, bell peppers, and carrots evenly over the uttapam.
Drizzle a little soy sauce and ginger-garlic paste over the vegetables.
Cover the pan with a lid and cook for 3-4 minutes until the base is golden brown.
Flip the uttapam carefully and cook the other side for another 2-3 minutes.
Remove from the pan and serve hot with your choice of chutney or sauce.
