In a bowl, mix the grinded mutton with half of the ginger-garlic paste, salt, and half of the cumin and coriander powders. Form into small balls (koftas) and set aside.
Heat oil in a pan over medium heat. Add the chopped onion and sauté until golden brown.
Add the remaining ginger-garlic paste and sauté for another minute.
Add the chopped tomatoes, remaining cumin and coriander powders, red chili powder, and turmeric powder. Cook until the tomatoes are soft and the oil starts to separate.
