Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
Add the water and mix until the dough comes together.
Roll the dough into 1-inch balls and place them on the prepared baking sheet, spacing them about 2 inches apart.
Flatten each ball slightly with the bottom of a glass or your hand.
Bake in the preheated oven for 10-12 minutes, or until the edges are set and the centers are still soft.
Allow the cookies to cool on the baking sheet for 5 minutes before transferring them to a wire rack to cool completely.
