Slice the beef sirloin into thin strips.
In a bowl, mix the beef strips with 1 tbsp of soy sauce, 1 tbsp of cornstarch, and black pepper. Let it marinate for 15 minutes.
While the beef is marinating, cut the broccoli into bite-sized florets.
Heat 1 tbsp of vegetable oil in a large pan or wok over medium-high heat.
Add the marinated beef to the pan and stir-fry until it is browned and cooked through, about 5-7 minutes. Remove the beef from the pan and set aside.
In the same pan, add the garlic and ginger, and stir-fry for about 30 seconds until fragrant.
Add the broccoli florets to the pan and stir-fry for about 3-4 minutes until they are tender-crisp.
Return the beef to the pan and add the remaining 1 tbsp of soy sauce and 1 tbsp of oyster sauce. Stir well to combine all the ingredients.
Cook for an additional 2-3 minutes until everything is heated through and well-coated with the sauce.
Serve the beef and broccoli hot over steamed rice or noodles.
