Cut the lean beef into bite-sized cubes if not already done.
Peel and dice the potatoes and carrots into 2 cm pieces.
Chop the tomatoes, onion, and green onions. Finely chop the parsley.
Heat the olive oil in a large pot over medium-high heat.
Add the beef cubes and brown them on all sides for about 5 minutes.
Add the chopped onion and sauté for 2 minutes until translucent.
Stir in the carrots and potatoes, and cook for another 3 minutes.
Add the chopped tomatoes, salt, and black pepper. Mix well.
Pour in enough water to just cover the ingredients (about 700 ml).
Bring to a boil, then reduce heat to low, cover, and simmer for 45-60 minutes, or until the beef and vegetables are tender.
Stir in the green onions and parsley. Simmer uncovered for 5 more minutes.
