Preheat your oven to 200°C (392°F) and lightly grease a muffin tray with a bit of oil.
Peel and grate the potatoes. Squeeze out excess water using a clean kitchen towel.
In a large bowl, combine the grated potatoes, gram flour, 1 tablespoon of oil, chili flakes, and salt. Mix well to form a thick mixture.
Divide the potato mixture evenly among the muffin tray cups. Press the mixture into the base and up the sides to form small cups.
Bake the potato cups in the preheated oven for 20 minutes, or until they are golden and crisp.
While the cups are baking, finely chop the bell peppers and onions.
After 20 minutes, remove the tray from the oven. Spoon about 1 teaspoon of tomato ketchup into each potato cup.
Top each cup with chopped bell peppers and onions, then sprinkle mozzarella cheese over the top.
Drizzle the remaining 1 tablespoon of oil over the cups.
Return the tray to the oven and bake for another 10-12 minutes, or until the cheese is melted and bubbly.
Remove from the oven, let cool for a few minutes, then gently remove the mini potato pizza cups from the tray.
Serve warm and enjoy your delicious Mini Potato Pizza Cups!
