Peel and thinly slice the potatoes (about 3-4 mm thick). Set aside in a bowl of cold water to prevent browning.
In a saucepan over medium heat, add the olive oil. Once hot, stir in the minced garlic and cook for 1 minute until fragrant.
Add the flour to the saucepan and whisk for 1-2 minutes to form a roux.
Gradually pour in the milk while whisking continuously to avoid lumps. Cook for 2-3 minutes until the sauce thickens.
Stir in the sour cream, onion powder, thyme, black pepper, salt, and paprika. Mix well and remove from heat.
Drain and pat dry the potato slices. Layer half of the potatoes in a greased baking dish.
Pour half of the creamy sauce over the potatoes, spreading evenly. Layer the remaining potatoes on top, then pour over the rest of the sauce.
Cover the dish with foil and bake for 40 minutes.
Remove the foil and bake for an additional 20 minutes, or until the top is golden and the potatoes are tender.
