1In a large mixing bowl, combine the ground chicken, finely chopped cabbage, onion, garlic, ginger, green chili, soy sauce, sesame oil, salt, and black pepper. Mix well until all ingredients are evenly incorporated.
In a separate bowl, add the all-purpose flour and gradually pour in the water while mixing. Knead the mixture into a smooth and soft dough. Cover the dough with a damp cloth and let it rest for 20 minutes.
After resting, divide the dough into small equal portions and roll each portion into a ball. Using a rolling pin, flatten each ball into a thin circle about 3 inches in diameter.
Place a spoonful of the chicken filling in the center of each dough circle. Carefully fold and pleat the edges to seal the momos, forming a pouch or crescent shape.
Prepare a steamer by bringing water to a boil. Lightly grease the steamer basket to prevent sticking.
Arrange the momos in the steamer basket, ensuring they do not touch each other. Steam the momos for 12-15 minutes, or until the dough becomes translucent and the filling is cooked through.
Remove the momos from the steamer and serve hot with your favorite dipping sauce.
