In a large pot, bring 4 cups of water to a boil. Add 1 teaspoon of salt.
Gradually add 2 cups of maize meal to the boiling water, stirring continuously to prevent lumps.
Reduce the heat to low and cover the pot. Let it simmer for about 30 minutes, stirring occasionally, until the pap is cooked and smooth.
In a separate pot, heat some oil over medium heat. Add the chopped onion and sauté until translucent.
Add the beef stew meat to the pot and brown it on all sides.
Stir in the sliced carrots and diced potatoes, cooking for a few more minutes.
Add 2 tablespoons of tomato paste, 1 teaspoon of paprika, and 1 teaspoon of black pepper. Mix well.
Pour in enough water to cover the meat and vegetables. Bring to a boil, then reduce the heat to low.
Cover the pot and let the stew simmer for about 1 to
5 hours, or until the meat is tender and the vegetables are cooked through.
Serve the beef stew hot over the prepared pap.
