Preheat the oven to 180°C (350°F).
Soak the bread in half of the milk (1/2 cup) and set aside.
In a large pan, sauté the chopped onion until golden brown.
Add the ground beef to the pan and cook until browned.
Squeeze the milk from the bread and add the bread to the meat mixture. Reserve the milk.
Add the curry powder, sugar, vinegar, raisins, grated apple, slivered almonds, chutney, turmeric, salt, and black pepper to the meat mixture. Stir well to combine.
Transfer the mixture to a greased baking dish.
Beat the eggs with the remaining milk (1/2 cup) and pour over the meat mixture.
Place the bay leaves on top.
Bake in the preheated oven for 45 minutes, or until the top is golden brown and set.
Remove from the oven and let it rest for a few minutes before serving.
