Preheat the oven to 200°C / 400°F. Line a baking sheet with parchment paper and lightly coat it with part of the cooking oil spray.
In a medium saucepan, combine the water, unsalted butter, 12 g granulated sugar, and salt. Bring to a gentle boil over medium heat, stirring until the butter melts.
