Preheat your oven to 200°C (400°F). Grease a 23cm (9-inch) oven-safe skillet or baking dish with a little vegetable oil or non-stick spray.
In a large mixing bowl, whisk together the all-purpose flour and granulated sugar.
In a separate bowl, beat the eggs, then add the low-fat milk, vegetable oil, and vanilla extract. Whisk until well combined.
Gradually pour the wet ingredients into the dry ingredients, whisking until you have a smooth batter with no lumps.
Pour the batter into the prepared skillet or baking dish and spread it evenly.
Drizzle the chocolate syrup over the top of the batter. Use a knife or skewer to gently swirl the chocolate syrup into the batter, creating a marbled effect.
Bake in the preheated oven for 18–22 minutes, or until the pancake is puffed and golden around the edges and a toothpick inserted in the center comes out clean.
Remove from the oven and let cool for a few minutes. Slice and serve warm, optionally with extra chocolate syrup or your favorite toppings.
