Sprinkle the flour over the beef and onion mixture. Stir well to coat the beef and onions with the flour.
Gradually add the beef broth, stirring constantly to avoid lumps. Bring the mixture to a boil.
Add the diced potatoes to the pot. Reduce the heat to low and let the stew simmer for about 45 minutes, or until the potatoes are tender.
Season with salt and pepper to taste. Stir well and let the stew simmer for an additional 5 minutes.
