Preheat your oven to 200°C (400°F).
Peel and cut the potatoes into chunks. Boil in salted water until tender, about 15 minutes.
While the potatoes are cooking, dice the onion and carrots. In a large pan, sauté the onions in a bit of butter until translucent.
Add the minced meat to the onions and cook until browned. Season with salt and pepper.
Sprinkle the flour over the meat and cook for another minute. Then add the tomato paste, Worcestershire sauce, rosemary, thyme, and stir well.
Pour in the beef stock and bring to a simmer. Add the diced carrots and frozen peas. Let it simmer until the sauce thickens and the carrots are tender.
Once the potatoes are cooked, drain and mash them with the remaining butter and milk. Season with salt and pepper to taste.
Pour the meat mixture into a baking dish. Spread the mashed potatoes on top. You can use a fork to create ridges on the potato topping if desired.
Bake in the preheated oven for about 20 minutes or until the top is golden brown.
Let it cool for a few minutes before serving.
