In a bowl, mix the rice flour with a little warm water to form a smooth dough.
In a pan, heat the grated coconut and jaggery together until the jaggery melts and blends with the coconut. Add cardamom powder and mix well. Let it cool.
Take small portions of the rice flour dough and flatten them into small discs.
Place a small amount of the coconut-jaggery mixture in the center of each disc and fold it to form a semi-circle. Seal the edges well.
In a pot, bring the milk to a boil.
Gently add the prepared dumplings into the boiling milk and let them cook for about 10-15 minutes, or until they float to the top and are cooked through.
Serve the Dudh Puli warm or at room temperature.
