Place the flour in a large bowl. Gradually add the warm water while stirring until a shaggy dough forms.
Knead the dough for 5–7 minutes, until relatively smooth and elastic. Cover and let it rest for 30 minutes.
Combine the sliced scallions, sesame seeds, and salt in a small bowl.
Divide the rested dough into 4 equal portions. Roll each portion into a thin round approximately 20 cm in diameter.
Brush three of the dough rounds with some of the vegetable oil, then distribute the scallion mixture evenly over them. Stack the dressed rounds and place the plain round on top. Gently press the edges together and lightly roll the stack to form one thick pancake cake.
Heat a large, heavy skillet over medium-low heat and add enough of the remaining oil to coat the bottom. Carefully place the pancake cake in the skillet.
Cover and cook for 7–9 minutes, until the underside is crisp and golden. Flip carefully, add more oil around the edge if needed, and cover again.
Cook for another 7–9 minutes, adjusting the heat as necessary, until both sides are golden and the interior layers are fully cooked.
Transfer to a cutting board and rest for 3–5 minutes. Cut into wedges and serve warm.
