Heat the olive oil in a large pot over medium-high heat.
Add the beef chuck and brown on all sides. Remove the beef and set aside.
In the same pot, add the chopped onion and sauté until translucent.
Add the minced garlic and cook for another minute.
Stir in the tomato paste and cook for 2 minutes.
Pour in the red wine, scraping up any browned bits from the bottom of the pot.
Return the beef to the pot and add the beef broth, thyme, and bay leaf.
Bring to a boil, then reduce the heat to low and cover. Simmer for

Add the sliced carrots and diced potatoes to the pot. Continue to simmer for another 30 minutes, or until the vegetables are tender.
