In a medium bowl, melt the unsalted butter. Add the brown sugar and whisk until well combined and smooth.
Beat in the egg and vanilla extract until the mixture is glossy and fully incorporated.
In a separate bowl, sift together the all-purpose flour, unsweetened cocoa powder, baking powder, and salt.
Gradually fold the dry ingredients into the wet mixture until just combined. Do not overmix.
Stir in the chopped walnuts and dark chocolate chips until evenly distributed.
Pour the batter into the prepared baking pan and spread it evenly with a spatula.
Bake for 18-22 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs.
Allow to cool completely in the pan before lifting out and cutting into squares.
