Add the ginger, turmeric, cumin, coriander, and chili powder to the pan and cook for another minute, stirring constantly.
Add the chopped carrots and potatoes to the pan and stir to coat them with the spices.
Pour in enough water to just cover the vegetables and bring to a boil.
Reduce the heat to a simmer, cover the pan, and cook for 20-25 minutes, or until the vegetables are tender.
Stir in the salt and sugar, and adjust seasoning to taste.
Serve hot with rice or bread.
