1Preheat your oven to 350°F (175°C).
Bring a large pot of water to a boil. Carefully remove the core from the cabbage and place the whole head in the boiling water. Cook for about 2 minutes, or until the outer leaves are tender. Remove the cabbage from the water and let it cool. Peel off the softened leaves and set them aside. Repeat until you have about 12 large leaves.
In a large bowl, combine the ground beef, cooked rice, chopped onion, minced garlic, egg, salt, and black pepper. Mix well until all ingredients are evenly distributed.
Place about 1/4 cup of the meat mixture in the center of each cabbage leaf. Fold in the sides and roll up the leaf to enclose the filling.
In a large baking dish, spread a thin layer of tomato sauce on the bottom. Arrange the cabbage rolls seam-side down in the dish.
Pour the remaining tomato sauce and beef broth over the cabbage rolls.
Cover the dish with aluminum foil and bake in the preheated oven for 1 hour.
Remove the foil and bake for an additional 15 minutes, or until the cabbage is tender and the filling is cooked through.
