In a large bowl, combine the honey, soy sauce, minced garlic, olive oil, black pepper, salt, and red pepper flakes.
Add the chicken wings to the bowl and toss to coat them evenly with the marinade.
Let the wings marinate for at least 30 minutes, or up to 2 hours for more flavor.
Line a baking sheet with aluminum foil and place a wire rack on top. Arrange the marinated chicken wings on the wire rack.
Bake the wings in the preheated oven for 25-30 minutes, turning them halfway through, until they are golden brown and crispy.
While the wings are baking, mix the cornstarch with a small amount of water to create a slurry.
In a small saucepan, bring the remaining marinade to a boil. Add the cornstarch slurry and cook until the sauce thickens.
Once the wings are done, remove them from the oven and brush them with the thickened sauce.
