Rinse the basmati rice thoroughly and soak it in water for 30 minutes.

In a large pot, bring water to a boil and add the soaked rice. Cook until the rice is 70% done, then drain and set aside.

In a bowl, marinate the goat meat with dahi (yogurt), papaya paste, and a pinch of salt. Let it sit for at least 1 hour.
