Bring a large pot of water to a boil. Carefully add the cabbage leaves and blanch for 2-3 minutes until softened. Remove and set aside to cool.
In a skillet, heat the olive oil over medium heat. Add the chopped onion and cook for 3-4 minutes until translucent. Add the minced garlic and cook for another 1 minute. Remove from heat and let cool slightly.
In a large bowl, combine the ground beef, cooked rice, sautéed onion and garlic, paprika, oregano, salt, and black pepper. Mix well until all ingredients are evenly incorporated.
Lay a cabbage leaf flat on a clean surface. Place about 2-3 tablespoons of the beef mixture at the base of the leaf. Fold in the sides and roll up tightly to enclose the filling. Repeat with the remaining leaves and filling.
Pour half of the crushed tomatoes into the bottom of a baking dish. Arrange the cabbage rolls seam-side down in the dish. Pour the remaining crushed tomatoes over the top of the rolls.
Cover the baking dish with foil and bake in a preheated oven at 180°C (350°F) for 50-60 minutes, until the rolls are cooked through and the sauce is bubbling.
