In a large bowl, combine the grated cabbage, grated carrot, finely chopped bell pepper, finely chopped onion, all-purpose flour, cornflour, ginger-garlic paste, 1 tsp soy sauce, black pepper powder, red chili powder, and salt to taste.

Mix well to form a dough-like consistency. If the mixture is too dry, you can add a little water.

Shape the mixture into small balls.

Heat oil in a deep frying pan over medium heat. Once the oil is hot, fry the vegetable balls until they are golden brown and crispy. Remove and drain on paper towels.

In another pan, heat 2 cups of water. Add 2 tbsp soy sauce, tomato ketchup, and chili sauce. Bring to a boil.

In a small bowl, mix 1 tbsp cornflour with a little water to make a slurry. Add this slurry to the boiling sauce and stir continuously to avoid lumps.
