Rinse the moong dal thoroughly and soak it in water for about 30 minutes.
In a large pot, add the soaked moong dal and 3 cups of water. Bring it to a boil and then simmer until the dal is cooked and soft.
While the dal is cooking, prepare the dough for the dhokli. In a mixing bowl, combine whole wheat flour, a pinch of salt, and water to form a soft dough. Let it rest for 10 minutes.
Roll out the dough into thin sheets and cut them into diamond or square shapes.
In a separate pan, heat ghee and add mustard seeds and cumin seeds. Allow them to splutter.
Add garlic paste, chopped green chilies, turmeric powder, red chili powder, and coriander powder. Sauté for a minute.
Add this tempering to the cooked dal along with jaggery and salt. Mix well.
Gently add the dhokli pieces into the simmering dal. Stir occasionally to prevent sticking.
Cook until the dhokli is cooked through and the dal thickens slightly.
Garnish with chopped cilantro and serve hot.
