Rinse the basmati rice under cold water until the water runs clear. Soak the rice in water for 30 minutes, then drain.
Heat the vegetable oil in a large pot over medium heat. Add the cumin seeds and let them sizzle for a few seconds.

Pour in 4 cups of water and bring to a boil. Once boiling, reduce the heat to low, cover the pot, and let it simmer for 20-25 minutes, or until the rice is fully cooked and the water is absorbed.
Turn off the heat and let the biryani sit, covered, for another 10 minutes.
Fluff the rice with a fork and serve hot, garnished with additional cilantro and mint if desired.
