Rinse the basmati rice thoroughly and soak it in water for 30 minutes. Drain and set aside.

In a heavy-bottomed pot, layer half of the vegetable mixture at the bottom. Add a layer of half of the partially cooked rice on top.
Repeat the layers with the remaining vegetable mixture and rice.
Drizzle the remaining 1 tablespoon of vegetable oil over the top layer of rice.
Cover the pot with a tight-fitting lid and cook on low heat for 20-25 minutes, allowing the flavors to meld together.
Remove from heat and let it rest for 10 minutes before serving.
Fluff the rice gently with a fork and serve hot.
