Place a large, heavy-bottomed saucepan over medium heat. Add the finely chopped onion and 100 ml of the water.
Cook the onion for 8–10 minutes, stirring frequently, until soft and lightly golden. Add small splashes of the remaining water if the onion begins to stick.
Add the minced garlic and ground black pepper. Cook for 1–2 minutes, stirring continuously, until aromatic.
Pour in the tomato juice and the remaining water. Stir well and bring the mixture to a gentle boil.
Reduce the heat to medium-low and simmer uncovered for 12–15 minutes, stirring occasionally, until the sauce has reduced slightly.
Add the cooked and drained cowpeas. Stir until they are evenly coated with the tomato and garlic sauce.
Add the salt, reduce the heat to low, and simmer for another 10–12 minutes. Stir occasionally and gently mash a small portion of the cowpeas to thicken the masala.
Taste and adjust the seasoning if needed. If the masala is too thick, add a small amount of hot water; if too thin, simmer it uncovered for a few more minutes.
Remove from the heat and let the cowpea masala rest for 5 minutes before serving hot.
